This is not mold or rust. It's a normal and harmless buildup of calcium carbonate minerals called limescale - give it a google! Limescale is a direct result of heating up water and is inevitable with all stainless steel depending on the mineral concentration in your water. Other than discoloring and affecting the aesthetics, is not cause for any concern. Calcium carbonate doesn’t dissolve easily in water which is why soap and water will not remove the deposits - you need an acidic mixture containing vinegar.
